Massive RGGVY irregularity detected in Upper Subansiri

DAPORIJO, Oct 27: Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) scheme which was initiated by Govt.of India during the year 2005-06 for rural electricity infrastructure and household electrification within the stipulated timeframe of five years especially BPL household in the rural habitation has not seen any sign of development in several circles of Upper Subanisri district with many villages reeling under darkness even after the completion of the project.
Giba is one such administrative circle where RGGVY scheme was sanctioned against the package no.US/GIBA/DAED/A/01 amounting to Rs. 21,77,53,464.00. Work has already been officially completed and utilization certificates submitted but the villagers are reeling under darkness.
Meanwhile, many organizations and individuals have registered their complaint against the project to the authority concern but there is no sign of improvement.
As per the RTI documents procured against the project and field survey made by All Giba Circle Students' Union (AGCSU), the total numbers of villages claimed to be electrified under RGGVY is 21 villages. Power supply never reached the villages of Sogum, Jarjory, Natam, Jitu, Rebi and Dumpin after the completion of the project while it has been already been officially declared as electrified.
The total numbers of transformers installed in the entire Giba Circle are one 16KVA, three 10KVA, 26 5KVA but on the ground 10KVA transformers are not visible in any of the villages while there are 21 transformers of 5KVA. Very few HT poles and LT poles have been installed, but erection of large number of poles have been officially noted.
None of the electric poles and transformers are installed in protected and safe zones with fencing.
Further a total of 143 BPL households have been freely electrified costing Rs.9.33 lakhs as per the official report, whereas 63 households have benefited of which some are APL households and some belong to govt officials.
Many of the village level certificates issued by PRI leaders are forged and some signatures were not taken at all.
Earlier a complaint was lodged by Ex-ASM of Dignium village against the authority for using his fake signature for showing completion of project in the village.
Although Arunachal Youth Congress had lodged a complaint in this regard and had sought for CBI and SIT investigation, no action has been initiated against the concern authority.
Dalai Lama to visit Arunachal
New Delhi, Oct 27: Tibetan spiritual leader Dalai Lama is scheduled to visit Arunachal Pradesh early next year, a move which may raise the hackles in the official establishment in China that claims the state to be a part of southern Tibet.
Dalai Lama will travel to Arunachal at the invitation of state's Chief Minister Pema Khandu and the visit is understood to have been cleared by the Centre. The spiritual leader is likely to visit Tawang, the seat of a Buddhist monastery.
Last week, China has reacted strongly to American envoy Richard Verma's October 22 tour to Tawang, saying the Ambassador visited a "disputed region".
When asked about the Dalai Lama's visit to Arunachal, External Affairs Ministry Spokesperson Vikas Swarup said he is a "guest of India" and is free to travel across the country.
"Dalai Lama is a revered spiritual figure and an honoured guest of India. He is absolutely free to travel to any part of the country.
"It is a fact that he has a sizeable following among the Buddhists in Arunachal Pradesh who like to seek his blessings.
He has visited the state in the past as well and we see nothing unusual if he visits again," Swarup said.
Arunachal government sources said the state was looking forward to the Dalai Lama's visit.
China claims Arunachal Pradesh as part of southern Tibet and routinely protests visits by Indian leaders, foreign officials as well as the Dalai Lama to the area.
In the wake of the US envoy's visit, China had gone to the extent of warning the US that any interference by it in the Sino-India boundary dispute will make it "more complicated" and "disturb" the hard-won peace at the border.
Sources said the Dalai Lama's visit is likely to take place in March. PTI
YLC annual conclave all set to begin in Itanagar

ITANAGAR, Oct 27: The 5th edition of Young Leaders Connect (YLC), an annual conclave is beginning from Friday here at Itanagar, with theme Start-Up North East, Stand-Up North East'. The conclave is being supported by Government of Arunachal Pradesh and Union Minister of State for Home Kiren Rijiju.
Young Leaders Connect is an annual conclave where young change makers and leaders from diverse fields like business, politics, academia, sports, music and culture come together, plan a roadmap, and strategize on interventions at the grassroots and policy level.
Interacting with media persons here at press club, former Indian Football Captain and Chairperson of YLC Baichung Bhutia said, "Young leaders from across the Northeast will be coming together to share ideas and experiences"
"We are giving a platform for young people of Arunachal and Northeast to get inspired after interacting and listening to eminent personalities" Baichung added.
Dwelling on the theme, Youth Net (Nagaland) Hekani Jakhalu stated that riding on the Prime Minister Narendra Modi's 'Startup India, Standup India' and, 'Make in India' campaign, the two-day conclave will focus on entrepreneurship in the North-East region.
Hekani who is also instrumental in creating YLC further informed that many achievers particularly entrepreneurs are taking part in the conclave.
Business Editor, CNN IBN Karma Paljor exhorted that the aim of conclave is to get the voice of North East heard.
"This year we had very fruitful engagement with Finance Minister. We have noticed, if one state goes and makes a noise, sometime New Delhi and Kolkata won't listen, but when we go together as a region, then people listen" Paljor observed saying YLC provides platform to voice for the region.
The conclave will have panel discussions and round table discussions with experts and stakeholders that will go beyond dialogue and towards deliverable goals applicable in a national and regional setting.
On the side lines of the panel discussions, there will be interface between entrepreneurs, industry, NGOs, Government agencies, social enterprises and advisory organizations to share and learn. The conclave will also focus to showcase projects and programs; to initiate new partnerships and to find new resources. Policy level discussion will be organized to find out areas for improvement on the existing policy recommendations for entrepreneurship at regional level.
As a part of this conference, a business plan completion was also organized among the young entrepreneurs of the region.
The final round will be hosted on the 2nd day of the event and the winners will be chosen by MP Rajeev Chandrasekhar. A fundraising football match between YLC and Arunachal CM team will also be played at the Rajiv Gandhi Stadium in Naharlagun on Oct 29.
MP from Meghalaya Conrad Sangma, Chief Minister Pema Khandu, Union Minister of State Ministry of Skill Development & Entrepreneurship, Rajiv Pratap Rudy, Parliamentary Secretary Skills Development & Entrepreneurship, Nagaland Mhon Kikon will attend the two day conclave along with MP Rajeev Chandrasekhar.
Itafort reconstruction work completed
ITANAGAR, Oct 27: The Directorate of Research, the nodal organization in heritage conservation of the state has carried out renovation and structural conservation activities at Itafort Eastern Gate (back of Raj Bhawan) since Sept 12 last, to address loosening of built heritage structure, thus weakening of foundation.
A team of archaeologists consisting of Kago Omo, Buru Taki led by Deputy Director of Research (Archaeology) Bulton Dutta have undertaken the work under the supervision of Director of Research, Batem Pertin.
Earlier, some important archaeological discoveries have been reported in course of partial excavation and structural conservation at Itafort, Eastern Gate. Twelve bricks with different sizes, besides, twenty one sizes bricks, iron arrow head, potsherds; one brick with animal footprints were also discovered during the 45 day-long archaeological activities.
During the structural conservation activities which concluded on Oct 25, debris and bushes along the 46 meters long rampart and its base were cleared.
All set for Adventure@Mechukha
ITANAGAR, Oct 27: Come November, the usually sleepy Mechukha valley in Arunachal Pradesh's West Siang district will come alive for three days to a sea of adventure sports and cultural activities.
Located in the shadow of the mighty Himalayas, the snow-capped mountains that surround the valley are not as imposing as they are awe-inspiring. Home to the Buddhist Memba and the Abotani tribes, Mechukha is one of the lesser-explored places of not just India or the Northeast but even within Arunachal Pradesh.
With cascading waterfalls and crystal clear water running on stony riverbeds, Mechukha is quite possibly the last Shangri-La on earth. The undulating grassland slopes surrounding the valley along with the high snow covered peaks almost in touching distance hide within them deep religious and historical significance,
one of the key attractions being the Samtem Yongcham monastery situated atop a hill overlooking the valley, said to be more than 400 years old. Other sites, including the Siyom River itself that runs through the valley, come together and blend to make Mechukha a place in perfect sync with nature, spirituality and history.
Since 2014, efforts have been on to bring attention to Mechukha and its virgin beauty and all that it has to offer to tourists and travellers alike with the commencement of the Adventure@Mechukha Festival.
Spearheaded by Festival Chair Pasang Dorjee Sona, who is also the Parliamentary secretary Tourism, the three-day festival is held annually from November 7 to 9 and is organized jointly by the Government of India's Ministry of Tourism and the Government of Arunachal Pradesh's Department of Tourism along with event partners- the West Siang District Administration, the Mechukha sub-division Administration and the Centre for Cultural Research & Documentation (CCRD), Naharlagun.
Invoking the elements, the 2016 edition onwards the adventure activities have been tagged as Air (Microlight Aviation, PPG, Parasailing, Para-motoring), Water(Rafting, Water Zorbing, River Crossing, Angling), Earth (Quad Biking, Zorbing, Rappelling, Horse Riding) and Fire(Trap Shooting, Air Rifle, Air Pistol, Archery).
While the focus of the festival is definitely on adventure, for three days visitors will also be able to indulge their senses in a host of other activities including the Adventure@Mechukha Film Festival showcasing adventure movies, feature films from Arunachal and films for children and the karaoke arena apart from food stalls serving local delicacies to tempt the taste buds of travelers.
Evening performances by celebrated artistes including The Voice-India winner Pawandeep, Indian Idol (Junior) Runner Up Naheed Afrin and internationally acclaimed Tibetan musician-performer Phurbu T. Namgyal will ensure that visitors and locals alike get a chance to experience the best of the arts. NEIFW is promoted by Yana Ngoba Chakpu, one of Arunachal's leading designers whose work was shown at last year's London Fashion Week where she presented her collection in the show "Fashion's Finest". The designer will curate presentations from across the northeast region that aims to popularize heritage handlooms, woven fabrics and homemade jewellery and accessories at the festival. The 5th edition of adventure@mechukha in 2017 will play the perfect complement to the NEIFW.
AR apprehend NSCN (R) cadre

CHANGLANG, Oct 27: One SS Sgt Maj Warow Taidong of NSCN (R) was apprehended by the Changlang battalion of Assam Rifles under the aegis of DAO division, during an operation in Changlang town in the wee hours of 27 Oct.
Taidong, a former NSCN (K) cadre was found in possession of a point 22 mm Pistol along with ammunition.
The security forces have been carrying out aggressive operations in the South ALP and the said capture of the insurgent has struck a blow to the extortion activities being carried out by the insurgent group in the area.
AASSATA suspends strike

ITANAGAR, Oct 27: The Central Executive Committee, All Arunachal Sarva Shiksha Abhiyan Teachers' Association (CEC AASSATA) on Thursday called off their 'pen and tool down' strike for a period of three-months after the state government agreed to initiate steps to redress their grievances.
AASSATA along with ATA and ARMSATA were in 'pen and tool down' strike from October 24 last against the state government's alleged failure to redress their charter of demands.
In this regard, a joint meeting of AASSATA, ATA and Deputy State Project Director, SSA Rajya Mission and state government's representative was held at Itanagar yesterday and after the state agreed to initiate steps to redress their grievances, the Associations decided to call off their agitation temporarily.
In a press conference, CEC AASSATA President Tagru Kasha, informed that four points which include intimation of government's action on SSA teachers' demands, suspension of 'pen and tool down' strike, demands of ATA and ARMSATA and revocation of government order of 'no pay no work' were taken up and discussed thoroughly.
"By acknowledging the government's initiation to redress the grievances of AASSATA, ATA and ARMSATA, we have temporarily called off our 'pen and tool down' strike," Kasha informed,
adding that following their demands, the state government constituted a three-member Committee headed by the Secretary Education to look into their demands.
"We hope that the Committee will submit a tangible report to the government within stipulated time frame for the greater interest of SSA teachers," Kasha asserted.
He further appealed to all the agitating teachers to resume their normal duties informing that four-point charter of demands of ATA and ARMSATA were also under active consideration by the government.
He claimed that during the meeting, the Deputy State Project Director, SSA Rajya Mission on behalf of government also agreed to revoke the order issued by Secretary Education vide Order No.Secy/EDN/01/2016 with immediate effect to boost the morale of the contractual teachers.
Pen down strike chairman-cum-vice president CEC AASSATA Nabam Dokho said, "By honoring the state government's initiation to redress our demands, we are temporally calling off our agitation. However, we will resume our movement if the three-member committee fails to submit its report for evaluation at government level within the specified time period."
A close encounter of a different kind

My mother got bitten by a mosquito last fortnight. Most of you must be in the line of impression that the ghoulish old woman was not provided with a protective mosquito net during nights by the house guardian. But, it sure was otherwise. One of the most prudent and meticulous kind of creatures, even at this age of hers, as I have ever known , my octogenarian mother has not only a set of bednets in a constant use, but few stocks of repellant creams & coils as well. But, once done is done - nothing can be undone-she got the parasitic infestation. The terribly febrile and weak mom was admitted into a relatively tranquil private hospital of the capital city of ours.
Soon after, it was found out that mother's ESR level elevated, but her platelet count took a dip, confusing all doctors in attendance as to what the damn infection could be, - as the result of all initial tests with her blood samples- for malaria, TB, typhoid, dengue, meningitis et all- found negative. However, it finally, turned out-to be malaria, albeit on a repeat test with a thick and thin blood slide. To this achievement we reached after the hospital lab man labouriously had sucked out what appeared like more than half a litre of blood from the 80 year old veins of the already sunken old lady, and run about nearly a dozen serum tests coupled with few more allied investigations on her morbid body.
So we had set to spend our quality times descending into the familiar war zone, that all hospitals- used to be now a days,- teeming with the sick, delirious and semi-maniac people, all doing their share of cacophony about queries and quibbles or waiting for hours in the queue of patients, their accompanying attendants in tow, or swapping seats for turns in clinics and lab room.
The ever busy apron attired nurses and doctors on duty appeared stoic and calm. They seemed doing their job as good as possibly they could under the circumstances. The patients were mostly patient. It was the carers and attendants who were guilty of creating the maximum noise. The relatives who throng in to patients' cabin or gather at the next door waiting room - mostly keep busy in animated discussion about all topics under the sun, ranging from the latest state politics to the current cricket score.
We all agreed, overtly with each other that hospitals are in it just for the money - that they routinely order unnecessary, expensive tests and medicines. They tie us up in a real tight rope, to the family of the patients, and, finally sometimes send us home with secondary infections as well, as return gift.
Among the rows of patients ‘reception cum- waiting room chairs’, one familiar gentleman rose up and rushed towards me and said " Sir, you are here, very fine ! Please you help me out, I am in big trouble. My wife delivered a child two days back- a normal delivery. They charged Rs 9,000/- and refuse to discharge my wife before clearing the due. I did not expect such a huge amount, and only I admitted her finding it as nearest since she was about to die seething in labour pain. You were an officer in health department; hence you may advise the hospital people to reduce the due, so that I get relief".
To this I said with a rue, "My friend, this is a private hospital where you have chosen to admit your wife. They have their own set of rules and rosters. I am sorry; I can't help you in this matter". Soon after, the poor fellow went inside to attend to his wife; but I felt extremely pitiful seeing his plight.
In the hind sight, I thought that these hospitals are established on philanthropic purposes wherein govt gives certain tax and other levies relaxation and grants-in-aids as well. I wonder how much these institutions serve the purpose of the poor public cause.
Meanwhile, my mother's condition was on the mend. She was eager to rise from her bed sometimes. Thank God! We thought, she was regaining her health and bit of composure. But, her ever smiling attending Keralite nurse seems to think otherwise. " Aunty , it is time you rasted (rests) , she keeps telling her in her chaste Malayali accent.
"You are so old! Please, please, would you just lie back and take rast-o ! (rest).

BRO bridges the mighty Subansiri river with first single span bridge
ITANAGAR, Oct 27: The BRO Project Arunank has launched the 200 feet DDR Bailey Bridge at Gelensiniak across the mighty Subansiri river at the confluence of Subansiri, and Tsari Chu rivers, approximately 20 Kms ahead of Limeking on Oct 24.
This is the landmark achievement of the 128 RCC of Project Arunank under 23 BRTF, for, it is the first single span bridge over River Subansiri which is not only a demonstration of technical marvel, but also a demonstration of human will to surmount all odds.
Not withstanding the challenges they encountered, BRO personnel went about the task with a dogged grit, and determination. The home bank abutment was constructed in August braving the incessant rains, followed by construction of the far bank abutment with the help of an aerial cable way upstream of the bridge site across the Subansiri. Actual construction of the bridge took close to four weeks to complete owing to heavy rainfall through out September and October months.
Launching of this bridge will facilitate further connectivity to remote villages and better defense preparedness apart from bringing faster development in remote areas.
Project Arunank of BRO is involved in the construction of strategically important roads along the Indo - China border in the Upper Subansiri district.
PAC team reaches Aalo, convenes meeting with officials
AALO, Oct 27: A Public Account Committee team headed by its Chairman Pasighat MLA, Kaling Moyong and comprising of Maryiang- Geku MLA, Olom Panyang, Changlang MLA, Tesam Pongte, Deputy Secretary Arunachal Legislative Assembly, SE Power and SE PWD, who are on a tour to different districts reached Aalo and convened a meeting with officers of the district at DC's Conference Hall here on Thursday.
During the district's tour, the team visited a steel bridge construction site at Paya village, 132KV transmission lines and ongoing construction of Circuit House, Aalo.
Addressing the meeting, Moyong urged the officers to work out realistic estimates and optimum utilization of fund placed by centre and state government under various heads. 'It is a matter of concern that one of the oldest town like Pashighat which has celebrated its centenary year, is still confronted with electricity problems though the 132 KV line works, which took off 11 years back in 2005 cannot mitigate power needs', he said adding that the authorities need to work on it with greater commitment.
Changlang MLA, Tesam Pongte, in his address stressed on one-time estimate for any major works as revised and re-revised estimates hinder planning process while, Maryang-Geku MLA, Olom Panyang laid emphasis on formulation of schemes that will largely benefit the people in the long run.
West Siang DC further assured full cooperation from district administration for land acquisition and any other issues obstructing any development plans initiated by the government.
SE Power Transmission, Rokom Bado with the help of a power point presentation briefed about Trans Arunachal State Grid Plan on completed and existing transmission lines under NLCPR, DONER and SPA funded by the centre. While informing that Power Grid Corporation will soon handover the transmission to state power department, Bado expressed concern over the lack of manpower and technical skills to handle post commission and maintenance and urged the state government to ponder over the major issue. DC inspects encroached school's premises
ANINI, Oct 27: A team of officers led by Dibang Valley DC, Tamune Miso along with ZPC Dipen Molo, DDSE, Principal, administrative officers, DLRSO and representatives of district's students' union inspected the premises of Government Higher Secondary School, Anini on Thursday and found many illegal structures inside the school boundary.
Later, a meeting was also held in the office of the DC regarding encroachment on the premises of the said school wherein, the DDSE expressed concern over the encroachment in school and said that it would pose problems, in case the school has to be upgraded in future.
It was further decided in the meeting that the administration will serve a legal notice to the unauthorized occupants. (DIPRO)
Early construction of drainage at Ruksin demanded

RUKSIN, Oct 27: Even though the government has spent huge amounts for all-round development of East Siang district, Ruksin Sub-division bordering to Assam is lagging behind in terms of infrastructure development and basic amenities.
Ruksin town bordering Assam bereft of any drainage or sewerage disposal system witness untold misery during rainy season. Construction of drain has been one of the long-pending demands of the people as the residents, office goers and business communities have been suffering every year.
Ruksin ADC's office, police station and police quarters, Tax office, Forest Range office, PWD section office quarters are the worst sufferers.
But, in a recent development, the government has granted around Rs 4 Crore (398 lakh) for development of Ruksin township. The works has been assigned to Pasighat division of Rural Works Department (RWD) for implementation, which has already completed tender process.
Officials said that the construction works include drainage at township (Rs 1 crore), double -storied RCC guest House (reconstruction) at Ruksin head quarter and construction of residential building (SPT-IV) for medical staffs at Bilat.
The contractor concerned has dismantled the existing Inspection Bunglow near Ruksin ADC's office for new reconstruction of the building (as 2-storied RCC), but the preparation works for drainage construction are not started so far.
The local people here urged the executing agency for early construction of drain at Ruksin and complete it before the next rainy season.
Retired administrator Ugen T Pulger passes way
ITANAGAR, Oct 27: Ugen T Pulger, a retired govt officer of Arunachal Pradesh, passed away on October 25 last at his Itanagar residence after a brief illness at the age of 87 years. His last rites were performed yesterday at Tashi Chhoiling Buddhist Monastery, Rangapara (Assam). He is survived by his spouse Yaying Komi, daughter, son and grand children.
Late Pulger had started his career as Base Superintendent under government of Arunachal Pradesh in Manigong, West Siang district in 1951. Subsequently, he was posted to Manigong in 1956 and Tuting in Upper Siang district in 1962.
He was promoted to Extra Assistant Commissioner and posted to Khonsa, Tirap District in 1966, Mechukha, West Siang in 1973 and Longding, the then Tirap district in 1975. He was promoted to Additional Deputy Commissioner in 1980 and posted to Khonsa, Tirap District and Naharlagun in 1984.
He also served as Secretary Legislative Assembly, Arunachal Pradesh from 1986 and retired in 1988.
Post retirement, he served as Member Secretary, Relief and Welfare Society, Itanagar, GoAP, from 1989-2003.
Meanwhile, family members extended special thanks to relatives and friends, management of Tashi Chhoiling Buddhist Monastery, Rangapara (Assam) and Heema Hospital, Itanagar for their help and supports.
East Siang DPC meeting held
PASIGHAT, Oct 27: District Planning Committee (DPC) meeting to review the proposals put forth by various GPs against 14 FC - "My Village My Development" was held on Thursday at the Siang Hall
Many proposals of gram sabhas were passed in the discussions.
ZPC Kaling Dai, DPDO (ADC Hq) in-charge, Bani Lego, ADC Ruksin and Nari, T Pada, ADC Mebo, Yemling Tayeng, DPO P Boring, EACs, COs, head of working departments, ZPMs and Anchal Chairpersons were present in the meeting.
Reviewing all the proposals, East Siang DC Isha Khosla called for modifications and revision of some of the proposals submitted under "My Village My Development".
She further asked the house to justify and pass the proposals related to sanitation, irrigation, drinking water, roads, school infrastructures etc those are practically beneficial to many.
At the same time, she instructed for obtaining NOC from concerned departments for extension and additional works while developing community assets.
The DC also emphasized on strictly following guidelines framed by the government and appealed the house to ensure that no scheme should be passed that has already been taken up by other department under different scheme/project.
Earlier, ZPC Kaling Dai opined that community fishponds, revenue collection centers of power department etc in various locations should have been included by gram-sabha proposals.
DPDO Bani Lego informed that allocation of funds was prepared as per population and area wise considering the 2011 census report. He asked to implement all schemes immediately so that 'Utilization Certificates' could be forwarded to the government to release the next installment which is requisite for smooth progress of implementation of schemes. RGU XVII UNI-FEST 2016 concludes
ITANAGAR, Oct 27: The three-day Rajiv Gandhi University festival, XVII UNI-FEST 2016 concluded on Thursday.
The event started with marathon race where 10 athletes from each house participated. In boy's category, Riku Kamcham of The white big hero 6 house won the race, Tadar Kaming(blue avatar) and Yuhey Chikro (Pink Panther) settled for second and third place respectively.
In girl's category, Tarak Nama (Blue Avatar house) clinched the first spot followed by Marpe Bagra and Onily Panggeng from The White Big Hero 6 house.
In the football final, Green Hornet boys defeated The White Big Hero. The White Big Hero girl's team too had lost to Pink Panther in penalty shootout. In Volleyball match, Green Hornet boys beat the Blue Avatar team to clinch the first position.

Mr. Uni Fest 2016 title was won by Millo Kado of Pink Panther house. Millo is a third semester student pursuing his Masters in Mass Communication.
Miss Uni Fest 2016 title was bagged by Tamo Rilla of Blue Avatar house, a first semester student of Economics department.
Sports Climbers bag medals
ITANAGAR, Oct 27: Sports Climbers of the state have bagged two Gold and three Silver in the recently concluded North Eastern Zone Sports Climbing Competition held at Imphal from Oct 22 to 24.
Pisa Yagu won Gold and two Silvers in Speed & Boldering event and Demu Pulu won a Gold and a Silver.
Congratulating the medal winners, the Director Youth Affairs, DK Dinglow stated that the Sports Climbing Competition will be one of the main events in 2020 Tokyo Olympic and the youths from the state have very bright prospects in getting selected in the national team provided the young talents are properly nurtured in an internationally approved Sports Climbing wall.
Accordingly, Director Dinglow has proposed for installing a Sports Climbing Wall within Sangay Lhaden Sports Academy, Chimpu soon to impart regular training and coaching.
The Sangay Lhaden Sports Academy has introduced the Sports Climbing in their regular sports activities curriculum.
Meanwhile, the Directorate of Sports & Youth Affairs has also congratulated the women Mountaineering Expedition team for successfully ascending Mt. Gorichen and another unknown 6000ft plus mountain in the Arunachal Himalayas.
JC FCB pips Kabu SC to win Binga Ete Tournament
AALO, Oct 27: Rampant Jummi Combats FC Bene repeated last year's performance by beating Kabu SC in the final of the first Binga Ete Memorial Football Tournament, 2016 on Thursday.
In a thrilling final, JC FCB took the lead through striker Joken Ete in a jam packed Aalo general ground.
Kabu SC, who reached the final without ever giving the kind of uplifting performance that their talented team is capable of, equalized through Liyom Loya, via a penalty.
The first half ended in 1-1 draw. Despite playing attacking football, a goal eluded them.
JC FCB who are used to playing on big stage had no problem rising to the occasion, as it sealed the match through a brilliant winning goal by Tanya Leya.
Ex-MLA Boken Ete gave away cash prize of Rs. 1.25 lakhs to JC FCB, along with a trophy to JC FCB captain Jumge Ete.
West Siang DC and also DSA chairman, Gamli Padu, Science and Technology Secretary and also tournament sponsor, Gaken Ete also gave away the runner-up prize and individual awards to the players.

State Karate-Do Championship
ITANAGAR, Oct 27: The 21st State-Level Karate-Do Championship Tournament, being organized by the All Lower Subansiri District Karate-Do Association (ALSDKA) for Sub-Junior (9-13 yrs), Junior (16-17yrs) and Senior (18 yrs and above) categories is scheduled to be held at the Multipurpose Indoor Hall, Hapoli, from Nov 4 to 6 next, according to a ALSDKA release.
Fire safety awareness prog
ITANAGAR, Oct 27: The Mudo Tamo Memorial College (MTMC), Ziro in collaboration with the Fire Safety Department, Ziro on Thursday organized fire safety awareness programme. The objective of the programme was to bring awareness about the fire safety and demonstrate fire fighting capability.
The programme was attended by more than 130 students and 12 staff members of MTM College.
In his address Superintendent of Police Tage Habung appreciated college and department for organizing such awareness programme. He also suggested students to disseminate the knowledge learnt during the day to their parents and friends.
Earlier, Senior Fire Officer Tage Lampung highlighted objectives of the fire safety awareness programme through power point presentation. He dwelt at length about types of fire extinguishers and its use, classification of fire and its mitigation measures and domestic fire safety. Later, Fire Service Team, Ziro demonstrated fire fighting equipments and its handling to the students.
The programme was attended by Town Magistrate Mobia Tai and Assistant Project Officer Gyati Tajang.
Dept launches website
ITANAGAR, Oct 27: The Department of Legal Metrology & Consumer Affairs on Thursday launched its web site for providing e-governance to common people.
An official release stated that Controller, Legal Metrology and Director, Consumer Affairs, Gorik Dirchi launched the departmental web portal at its head office at Naharlagun. The Director called on his officers to avail advantage of technological development and to put forward their best services in regular updation of information for sharing with the common public besides resolving common consumers' grievances on line. He also appealed to the public in general to visit the departmental portal - www.lmcaarunachal.nic.in and to put forward their feedback for improving service of the department.
Citing another people welfare initiative of the Department viz. State Consumer Helpline (1800-345-3601) established recently, the Director urged the consumers to come forward with their complaints or any grievance and seek guidance on consumer disputes from the departmental officers.
DM bans donation, selling of lottery tickets
ITANAGAR, Oct 27: The Deputy Commissioner cum District Magistrate Itanagar Capital Complex has prohibited collection of any kind of donation and selling of lottery tickets, Housie and tambola tickets and calendars by any association, union, organization and individual forcibly.
An executive order stated that anybody found violating the order shall be prosecuted under appropriate sections of law and would be liable to cancel their registration under Societies Registration Act whenever applicable.
The order further urged Heads of Departments, Offices and Public Sector Undertakings, Bazaar Welfare Committees, Chamber of Commerce to instruct the employees, shopkeepers and traders to report of such forcible collection of donations, selling tickets and calendars as and when such situation arises, to the nearest Police Station without fear to prevent and control such illegal activities.
The order was issued after it was reported that certain office bearers of the Unions and other unknown organizations and individuals have been forcibly collecting money in the name of donations from public, particularly from the traders, shopkeepers, officers and officials of Capital Complex and that in refusal to give donations by the traders, shopkeepers and officers and officials they are threatened of dire consequences for which the public are suffering from fear psychosis and mental agony. AAPSTEWA seeks modification of Govt's order on leave pay
ITANAGAR, Oct 27: The All Arunachal Pradesh State Transport Employees Welfare Association (AAPSTEWA) has sought modification of Government's order regarding leave pay.
In its memorandum submitted to the parliamentary secretary transport Jomde Kena during the association's 22nd rising day at APSTS bus station, Nahalarlagun on Thursday, it demanded that the compensatory pay equivalent to one month's pay to the operational staff of APSTS in lieu of the duty performed on weekends and holidays be increased to 60 days.
Other demands include increase in grade pay for booking clerk, conductor and mechanic from Rs 1900/- to Rs 2400/-, modification of recruitment rule, creation of mechanical post, creation of posts for drivers, promotion and filling up group A and B gazette posts, promotion in a proper way for the group C staff and canceling shifting of Tawang APSTS bus station to General parade ground.
The association informed the parliamentary secretary has assured to take up the demand at the earliest.
AAYA writes to DC
ITANAGAR, Oct 27: The All Arunachal Youth Association (AAYA) has drawn the attention of Capital DC towards exorbitant price of essential commodities charged by the shopkeepers. It has requested that the district administration keep a check on it.
The association has also written against the exorbitant fees taken by the magistrates and government officials for affidavits and other government documents especially from students, for minimizing parking fees as imposed by the municipal council, porous check gates at Hollongi and Gumto among other demands.
Arunachal Bhawan, House start POS
New Delhi, Oct 27: In an effort to ease transaction and ensure transparency, Arunachal Bhawan and Arunachal House in New Delhi have started the Point of Sale (POS) system, the electronic mode of payment while collecting room rents. Guests can now pay their bills using their credit or debit card instead of rushing to the nearby ATM for cash.
An official release stated that the cashless transaction would ensure that the money goes directly into the government account, thereby maintaining the revenue collection.
The system is a part of a series of new initiatives that are being taken at Arunachal Bhawan to make it at par with other institutions, added the release. (OSD IPR)
Prayer tower branch dedicated at Mechuka
ITANAGAR, Oct 27: A Second coming Christian prayer tower branch was inaugurated and dedicated at Yorko village, Mechuka on Oct 22 by Healing touch ministry, member, Joram Menye of Second coming Christian Prayer Centre, Itanagar.
More than 200 believers participated during the event with the Gaon Bura's, local villagers and people from all sections of the society.
Tayeng asks engineers to ensure quality in works
PASIGHAT, Oct 27: Advisor to Chief Minister Lombo Tayeng asked the departmental engineers to ensure quality in works being executed by them.
Tayeng who is also MLA Mebo, while addressing the engineers of Mebo sub-division in a consultative cum development meeting has asked them to be present at the sites to monitor the progress on regular basis and contractors assigned with the works should be directed to adhere to the time frame in all government sponsored schemes and projects.
Stressing that there should be periodical reviews of expenditure to ensure achievement of the physical targets, Tayeng advised that need-based programmes should be taken up on priority for implementation. Executing agencies should speed up the pace of plan implementation utilizing newer technology and there should be frequent field visits by the heads of departments, he added.

AR distribute Solar lights at Vijaynagar
JAIRAMPUR, Oct 27: Solar Powered Lights and other utilities were provided by Jairampur based Assam Rifles Battalion at remote Vijaynagar under Changlang district on Oct 25 and 26.
The local people of the remote area were also provided with 200 chairs, LED TV with Dish and Solar Panel Charger with Inverter for the under construction Community Hall at Vijaynagar which is also being built by Assam Rifles. The essential commodities distribution is being done under the Civic Action Project of the Assam Rifles. The items amounted to around Rs 21 lakhs, said an official release.
The Commandant, 13 Assam Rifles while speaking on the occasion asked the locals to work together for a common goal towards development of the remote region of the country.

High hope on the committee
The decision of state government to constitute a Committee headed by Secretary Education to make detailed study and examine the various problems ailing SSA teachers including salary issue is a good move. This should have been done much earlier. For reasons best known to them the state government has been struggling to pay salaries of SSA teacher on time for the last 5 years. Often teachers have to resort to various means of protest including pen/tool down demanding release of the pending salaries.
Such kind of experience deeply demoralizes the teaching communities. It also severely affects the functioning of government schools. Many schools especially in the interior areas are virtually run by the SSA teachers. This time also teachers had to resort to pen down strike demanding release of the pending salaries. For now they have called off the strike after government decided to release the pending salaries. The committee constituted by government should properly work out a long term solution to this never ending problem. A mechanism should be developed so as to ensure that SSA teachers are paid salary on right time. These teachers have family to feed and they deserve all the respect. Everyone will be hoping that govt. constituted committee will indeed find out a long term solution to this issue. It should not just be an eye wash.

Polluted environment
Dear Editor,
As published in Arunachal Times on 28th September 2016, the WHO says that nine out of 10 people are breathing poor quality air globally. The data focuses on dangerous particulate matter with a diameter of less than 2.5 micrometers. The PM 2.5 includes toxins like sulphate and black carbon, which can penetrate deep into the lungs or cardiovascular system. Further, WHO has estimated that more than six million deaths per year are linked to exposure to outdoor and indoor air pollution, so, it seems to be very serious issue.
Every individual should be responsible for healthy environment. It’s our obligation to maintain hygienic and healthy environment in our planet. We must know, human exists only because of appropriate environment. We must take such step to minimize the pollution.

Dear Editor,
Through your esteemed daily, I would like to state few lines regarding the need and importance of physical education and sports. Today, especially in Arunachal Pradesh, most of the people have misunderstood about physical Education and sports. What their concept in this regard is only to do with callisthenic exercises. The scope of physical education and Sports is vast and not only confined under a single branch.
According to Central Advisory Board for physical Education” Physical Education is a education through physical activities for total development of a child to it fitness and also to develop in him/her such personal and social qualities that help him/her to live happily with others and build him up as a good citizen”.
From the above given single definition, we can understand how physical education and sports play prominent role in a child’s life. But adversely, we are encouraging our child to indulge in unproductive activities such as playing computer games and watching cartoons. Elite societies are also running after materialistic life instead of using leisure time properly, results of which causes and give birth to many health related problem such as obesity, diabetes, Cardiovascular illness.
Swami Vivekananda has rightly said “What now India need is not Bagwabhat Gheeta, but football field”. Many prominent leaders have revealed the importance of physical education and sports, but today we are avoiding and neglecting it knowingly.
A month ago, MLAs and ministers of the state discussed about the flourishing crimes in the state. Most of them concluded that main cause of this is because of rapid increase in unemployment. Indeed rate of unemployment are enhancing day by day in our state and there is no provision from the government to sort out the situation.
I would say that the State Government should channelize the recruitment system by creating more job opportunities. For example, the department of sports and youth affairs is unable to create any post since the last fifteen years because the state government gives poor attention and importance to sports.
Youths must be engaged in sports activities, because sports enhance the quality and inculcate discipline in an individual. Engaging in sports activity will also help in eradication of drug abuse.
For proper establishment of sports in our state, there must be sound infrastructures. There are only seven posts of DSO, five ASO in the state whereas the districts are more than 20.
The state should also create posts of Physical Education Teachers in Government Schools.
Through physical activities and sports, a person improves and strengthens his body which is essentially for leading a fruitful life.
